The UPA Special Studies series offers federally commissioned, in-depth research on topics of the highest priority from leading public and private policy research facilities. The authors of these studies are associated with such institutions as the RAND Corporation, the Army War College's Strategic Studies Institute, the Naval War College's Center for Advanced Research, the National Defense University, the Institute for Defense Analysis, the American Institutes for Research, and major international institutes at prominent universities.
