The Will Hays Papers gives researchers a rare, high-level view both of the movie industry during a critical quarter century of growth and maturity and of the political affairs of the Republican Party during that period. These two themes are interrelated because the major movie companies hired Hays for his strong political connections. Part II: April 1929-September 1945 chronicles the path that the film industry took during the years of economic depression and war. It was during the 1930s that the Hays Office had to organize formal self-regulation of movie content through its notorious Production Code Administration (PCA). The PCA was created so that federal censorship, most strongly advocated by the Catholic Church, would not become the law of the land. Hays felt that only by the MPPDA's policing of the productions of its member companies could the film industry be guaranteed freedom from federal legislation in that area.
