Abstract

Texas and its system operator -- the Electric Reliability Council of Texas (ERCOT) -- has faced increasingly hot summers and substantial new demand growth, which has been exacerbated by EPA rules forcing the retirement of coal-fired baseload capacity at a time when new power resources cannot be brought online fast enough, according to Texas officials and the NERC source.
