A Swiss plan for advancing the Doha round proposing new draft texts in three key negotiating areas by the time of a March "stocktaking" exercise received a universally cool reaction this week in a Jan. 25 Green Room meeting among key players and World Trade Organization Director-General Pascal Lamy, sources said.
