The purpose of the study is to analyze web presence of Indian State Universities (173) on the World Wide Web (WWW) and also to find ways to get high web links that further help to improve presence on Web. The data was collected from Yahoo Site Explorer and Google Scholar. WISER (Web Indicators for Science, TEchnology and Innovation Research) ranking method was applied to know about the visibility and connectivity of universities on the Web. A WebCrawler Socscibot 4 was used to examine the pattern of link visibility and to create ADM (Alternative Document Model) Count Summary. Pajek, software for large network analysis was used as a graphical tool for creating inlinks topology. The study shows that some state universities have more visibility compared with their counter parts. It was also noted that the impact of maintaining institutional repositories, promotion of open access, academic researches, collaboration with other universities, online communities etc., are helpful in increasing the more visibility of the a university on the Web.

1 INTRODUCTION
In the presdent era of globalization and with the changing paradigms, higher education support is required for meeting global needs. Internet and Web are playing a vital role in the information society with more emphasis on education and research. Webometrics is a collective name used for three types of web-based measurement research, namely, assessing link counts for academic citations, investigating the reliability and coverage of search engines and to study the change in web content or individual collections of web pages (Thelwall, 2009. Over the last decade the WIF (Web Impact Factor) has become a common measure in Webometrics (Bjoneborn and Ingwersen, 2001, 2004; Ingwersen and Bjorneborn, 2004) to compare the activities of universities on the web. Accessibility to large amounts of citation data has lead to WIF as a performance Indicator on the Web. Research on Link Analysis dates back to 1995 - 96 in many fields such as Information Science, Mathematics etc... Almind and Ingwersen's (1997) concept of WIF tries to measure the knowledge about different types of hyperlinks.
