Abstract

The reasons why regional integration is a priority strategic option - in opposition to unilateral or multilateral approaches - remain an important analytical challenge for the international relations theory. The objective of this paper is to propose the analytical bases for a synchronic theory of regional integration through statistical analyses of surveys with the participation of around 800 representatives from Mercosur elite groups. The main argument is that countries with different features - size, population, security priorities, capabilities in international system, ambitions in terms of international power - may be engaged in an integration process with also different motivations. To sum up, it is possible, according to the approach of this paper, coordinate interesting of countries with vary different international profile and that seek different benefits from regional integration initiative. The objective of the paper was to presenting empirical evidences that confirm synchronic hypotheses of the regional integration process. Results showed that elites group from Argentine and Uruguay had perceptions of regional integration that were orientated more by neoliberal system of beliefs, while elites group from Paraguay was more closet than neo-realist perspective.
