Las tasas retributivas y compensatorias en materia ambiental constituyen una salida al conflicto que suele presentarse entre economía y medio ambiente, establecidas bajo la premisa que quien contamina debe pagar en proporción al daño causado. En esta materia, la ley 99 de 1993 introduce sutiles pero afortunadas modificaciones que además de producir efectos prácticos benéficos, define claros límites a los daños susceptibles de ser compensados y establece tasas de desestimulación de agentes contaminantes, sujetos a metas de reducción.The environmental retributive and compensatory rates constitute a gateway to the conflict which is normally presented between economics and environment.
