ABSTRACT
This paper is an analysis of rural development policies adopted in Romania in the period 2000-2020, presented by the programmes that have been adopted. In this analysis the reference period is 2014-2020, when Romania adopted the new provisions relating to rural development under the new regulation, namely Regulation (EU) No. 1305/2013 of the European Parliament and of the Council of 17 December 2013 on support for rural development by the European Agricultural Fund for Rural Development (EAFRD) and repealing Regulation (EC) no. 1698/2005 of the Council. The rural development programmes should identify the needs of the area covered and describe a coherent strategy to meet them, taking into account the priorities of EU rural development. The new rural development policies of the European Union for 2014-2020 aim to contribute to the achievement of smart growth through support for forms of cooperation between research institutions and farmers but also other factors of the rural economy. It pays special attention to specialization component in agriculture, vocational skills acquisition and assimilation of information. The main objective of the National Rural Development Programme 2014-2020 is sustainable growth that should focus on supporting agricultural practices that do not affect the environment, reduce carbon emissions, investments in rural infrastructure, leading to a favorable increase of the inclusion (Rural Development Strategy of Romania from 2014 to 2020 - consultative version).

INTRODUCTION
Agricultural and rural development policy in Romania is based on European policies in the field. Since 2000 they are based on the guidelines drawn up by the EU to develop a legal framework that is compliant with the EU legal framework and heads towards Lisbon and Gothenburg objectives.
The purpose of this paper was to present the main three stages in Romania for the adoption and the implementation of support designed to increase the technical equipment of the holdings, the production and the purchase of inputs. These three main stages are the SAPARD programme, the National Rural Development Programme 2007-2013 and the National Rural Development Programme 2014-2020.
