Abstract

The research examines, from an eminently legal perspective, civic integration programs for immigrants as embodied in a range of introductory and language courses. In particular, it focuses on their continuing evolution in the context of the European Union as well as their fledgling appearance in Spain. This Member State has been characterized by an immigration increase, peak and significant decline over barely a decade, which makes it a particularly interesting case study. The aim of this work is to determine whether the measures or conditions of integration legitimized by Common Basic Principle of Integration No. 4, in process of implementation by European institutions and some Member States, can be transferred to Spain and to what extent. The starting point of this analysis is Spain's unique decentralized system of immigration and integration policy, which is closely linked to its autonomical model of governance.
