Abstract

The questions that motivate this paper are two: why the countries of the region have adopted this practice and others do not? What explains the absence of international monitoring procedure in the current Brazilian democracy? Our hypothesis is that the higher the quality of democratic competition, ie, greater transparency of rules, legitimacy of parties, politicians and the opposition, and increased adherence and satisfaction of society with the democratic regime, the lower the incidence of international election observation. This is because in those most critical to the functioning of democratic institutions countries, higher incidence of international observation should exist, which could contribute to a balance between the competitors.
