Abstract

In the context of the right to education on the national agenda, this paper addresses the National Education Plan (NEP) related to the field of early childhood education (EI), exploring the issues relating to the educational provision, the policies of training and enhancement of teaching, the democratic management and the evaluation processes. In dialogue with other documents of the Brazilian legislation and academic productions of this field, the text constructs an analysis of the EI agenda in the goals and strategies set by the PNE, considering the dialogical movement of these different utterances (BAKHTIN, 2011). Thus, it indicates a set of typical challenges of the EI field which shows different demands for the strengthening of its institutions in the education system as the first stage of basic education.
