The biggest expansion in the history of Quebec's City's Jean Lesage International Airport is being tackled using a unique project-management 'org' chart that sees a number of the private sector owner's permanent staffers switching gears to focus on the build.
The owner, Aeroport de Quebec inc. (AQi), will be handson managing the $277-million expansion that will see a dozen different construction projects undertaken over the 2015-2017 construction period. Primary among them is a $225-million new terminal, and there will also be a new geothermal power plant, upgraded runways, a new parking garage, new roadways and, the most recent jewel, announced by Prime Minister Justin Trudeau during his visit to Washington March 10, a new U.S. preclearance centre.
Various design, build and management contracts were tendered, with Pomerleau winning the worksite management job, WSP handling civil engineering, Stantec overseeing building structure, SNCLavalin doing mechanical and electrical, Quebec City's own GLCRM contracted for architecture and SITA undertaking airport technology systems.
But many of the important functions in the jobs flowchart are in the hands of AQi employees. AQi supplied the vice-president of engineering and construction, project managers for operations, BIM administration, engineering, information technology, civil engineering, and communications and mechanical, among other functions.
