Abstract

Tourism is dynamic in terms of growth in the global economy, Cuba meets these characteristics, from one of the country's priorities is to strengthen the local level the aim is to identify the key variables and actors involved in tourism integrated and competitive tourist destination management as the basis of this contribution to local development in Cuba.

The prospective method is used and the expert to validate the variables and actors, as key variables System Human Capital Development, Financing System, tourist information, as actors in the resort sector entities, local government is obtained, destination institutions, academia and the ministry. In conclusion the multifactorial nature of tourism causes that from the management of tourism destinations power as a fundamental activity in the towns, able to integrate the production systems in an environment where administrative policies are conducive not only harmonious environment for economic progress but to act as a mediator instrument between economic interests and social aspects, ensuring a sustainable exploitation of the resources embedded in the locality and the integration of the actors.
