While slow and steady progress is being made at the 300-acre site of Royal Dutch Shell's multibillion-dollar ethane refinery in Beaver County, Pennsylvania, it will still be months before construction will begin, the company said.
"Construction is expected to begin in 15 to 18 months," said Ray Fisher, a spokesman at the company's U.S. headquarters in Houston, Texas.
