Nowadays, more and more organizations adopt ideas of project management, such as the scientific research institutes. Quality management play important role in the process of project management. Comparing with the projects management in enterprises, quality management in the institutes started lately, but developed rapidly. However, low-lever administration, overall scope and several standards in the development of scientific research projects management as a troubled spell puzzled the stakeholders and the project teams. In order to change this situation, the paper proposes a thought, that is, using quality management to effectively guide the development of the scientific research projects management system in BM Institute, that can be applied as a specific guidance in the implementation of the Bar Code Promotion Project on the basis of the analysis in this thesis to the characteristics of the scientific research projects. This paper initially introduce all theory of the project quality management, the developing condition of the quality management, the process and the method of the project quality management, the several problems and application study of the project quality management in BM Institute. Through analyzing the present condition of the project quality management and existent problem in scientific research project management, find out current the bottleneck problem that influence develop when study in the project quality management in BM Institute. Namely the organization structure optimization and quality management plan. Combine the theories foundation in the project quality management knowledge system, put forward from resolving the angle of actual problem to investigate the research direction to the project quality management in BM Institute, and launch the application study of the concrete project to solution. It has actual meaning towards guiding the daily work, and also has aggressive meaning towards promoting a business enterprise of quality management level.
