Abstract Project Portfolio means that project or project group and other work accumulate together through the effective management to meet the work strategy target. The project portfolio management means the effective project group management, i.e., under the guidance of the applicable resource and enterprise strategy plan, select and support many project or project group. Project portfolio management means that through project evaluation and selection, many project portfolio optimization, ensure project to meet the enterprise strategy target requirement to realize the enterprise profit maximization. As the higher  vocational education development, the higher vocational education scale have been enlarged rapidly over 50 percent of our higher education. However, during the higher  vocational education development, the higher vocational education ceaselessly faces the severe challenge. The problems are limited not only in the higher vocational education, but also in the management of the teaching study reform project. The higher vocational education continuously needs the new education project to ensure the institutes continuous development. By considering the current project management development progress, the article briefly introduces the current foreign and domestic project management development status, further analyses project portfolio management forming background, definition, characteristics and main content. Combining the characteristics of the teaching study project in SG Institute of the Technology, deeply analyses the status of the project portfolio management research and application, summarizes the project portfolio management application mode in the higher vocational institute, and analyses the higher vocational institute rules and necessity of the project portfolio management development. In the meantime, on the base of the analysis on the relevant project portfolio management theory, prove the project portfolio management importance in the high grade vocational institute survive and development, and proposes the project portfolio management progress mode for the higher vocational institute. The article emphasizes to research an effective project portfolio management progress mode which is suitable for the higher vocational institute development. Therefore, during the subject selection in the higher vocational institute, make a better analysis and effectively manage flow control during the project execution. Combined with the management flow analysis on the teaching study project in SG Institute of the Technology, the article thinks that the project portfolio management plays the more and more important role. For the teaching study project, by applying the portfolio management, the various teach resource can be fully used to the maximum extent to improve the teaching effect.
