General Motors Corp.'s planned $1 billion update and expansion to its Warren, MI, Technical Center has been sidetracked temporarily because a city government is refusing to allow 700 GM employees working within its borders to relocate to the automaker's Warren facilities.
The Troy, MI, City Council was able to prevent the move by using a state law created during the economically depressed late 1970s that says a city that will lose jobs to another city granting tax abatements must approve employees' migration. Warren is...
