In April, delegations from Indonesia and Singapore are to meet to discuss the technical matters of an extradition treaty. This is the most difficult phase of the negotiations. The problem is, the two countries have different legal systems. Jakarta refers to a Dutch legal system, and Singapore uses the British Commonwealth system. The systems of criminal law have some fundamental differences. A common legal understanding is the basis for determining what crimes will be included in this treaty.
