This re-evaluation of the art of participation in architecture and planning is both stimulating and timely. From the beginning, the UK's New Labour Government embraced the need for design quality, a better public realm and community engagement. They set up the Urban Task Group under the chairmanship of Richard Rogers, and established CABE (The Commission for Architecture and the Built Environment) in 1999. The Task Group's seminal report, Towards an Urban Renaissance, argued for the adoption of European space but with community participation.
