The Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) applies to businesses with 20 or more employees. The law identifies six key qualifying events that require administration: termination of employment, reduction in work hours, employee's death, employee's divorce, change in dependent status, and Medicare entitlement.
