LONDON-Deutsche Telekom (DT), galvanized by domestic competition, is becoming the first major European operator to offer commercial digital subscriber line (xDSL) to its customers when it rolls out commercial services in eight German cities later this year. The ADSL offering, which will include ATM-to-the-home services, will account for a significant part of DT's planned $28 billion investment program over the next few years.
