Abstract

El transfuguismo legislativo, una de las principales fragilidades del sistema de partidos en Guatemala, propicia constantes reconfiguraciones de las relaciones de poder en el Congreso, dejando en entredicho el funcionamiento de la democracia. El objetivo de este estudio es describir en cuatro legislaturas -desde 2004- cómo el transfuguismo ha contribuido a acentuar la fragmentación del sistema de partidos en Guatemala. Se utiliza para su medición el número de legisladores tránsfugas, así como indicadores de volatilidad, fluidez y tasa de transfuguismo. Se examina la direccionalidad de la migración: al oficialismo o a los bloques de oposición en la dinámica interna del Congreso. Se sostiene que el transfuguismo agudiza la debilidad institucional en el sistema de partidos y que la alteración del tamaño de las bancadas responde a incentivos personales y/o de liderazgos, a fin de sumar mayor poder político en la arena parlamentaria.

Legislative transfuguism is one of the main weaknesses of the party system in Guatemala. It fosters constant reconfigurations of power relations in Congress, calling into question the functioning of democracy. The objective of this study is to describe in four legislatures -since 2004-, how transfuguism has contributed to strengthen the fragmentation of Guatemala's party system. In order to measure it, we use the number of defecting legislators, as well as indicators of volatility, fluency and transfuguism rates. The directionality of migration is also examined: the ruling party or the opposition blocks in the internal dynamics of the Congress. The article argues that transfuguism sharpens the institutional weakness in the party system, and that the alteration of the size of the seats responds to personal and/or leadership; incentives, in order to add more political power in the parliamentary arena.
