Through a case study and consultation with local and national experts, the research deals with forest and environmental issues at a local level, and links them with policies at a sectorial level. The study discusses farmers' lack of knowledge of the country's forest legislation and a lack of coordination between institutional actors, INAFOR and municipal governments, in relation to the resource management and the granting of use permits, which encourages illegal use and unsustainability of forest resources.
