Q: Is the goal of global non - nuclear security a feasible one? There are, of course, many people who deny this goal and say that "you can't put the genie back in the bottle." But, Father Ted, if you can think in terms of a world without nuclear weapons, what kinds of security arrangements would that require?
A: First of all, I think it's possible to get down to zero. I'm not sure it will happen in our lifetime, but I think the strategy they have used so far, to cut 12,000 down to 6,000, 6,000 down to 3,000 and then to cut 3,000 down to...
