Abstract
Roaming charges, in which customers are subject to a surcharge on a per-day or a per-minute basis when roaming, have historically been an integral part of the cellular roaming system. Increasing competitive pressures are changing this process. Many cellular carriers have eliminated daily usage fees and have limited the per-minute surcharge for roaming customers. As part of their initial product offerings, PCS providers are only charging slightly higher flat-rate pricing per minute, regardless of where the user roams.
