As the twentieth century draws to a close democracy appears to be in the ascendant. Many of the totalitarian regimes of left and right which held sway over much of the globe beyond western Europe and North America in the post-war period have toppled. Franco is now a memory in Spain, most of the generals have returned to barracks in Latin America, eastern Europe is free of the iron grip of Soviet-imposed communism and Russia itself has a greater chance of democracy than at any time in its history Even in those parts of Africa and Asia where democratic states are the exception, democracy is stirring.
