ABSTRACT
THE PROBLEM OF POVERTY HAS BEEN FROM TIME IMMEMORIAL EXTENSIVELY ANALYZED VARIOUS ASPECTS OF IT, FROM ANCIENT PHILOSOPHERS TO THE MODERN APPROACHES ORIGINAL VISION OF RENOWNED SCHOLARS AS A. SEN, J. SACHS, ETC. GREAT ATTENTION HAS ENJOYED THIS AREA IN RECENT DECADES AND IN MULTIPLE STUDIES APPLICATIVE INTERNATIONAL BODIES - WORLD BANK (WB), UNITED NATIONS DEVELOPMENT PROGRAMME (UNDP), ETC. BUT ALTHOUGH RESEARCH ON THE CAUSES OF POVERTY HAVE EVOLVED OVER THE HISTORY OF MANKIND, FROM THE APPROACH OF DIVINE DECISION UNTIL THE APPROACH OF THE SITUATION CAUSED BY STRUCTURAL PROBLEMS IN THE ECONOMYOF THE STATE, SOME SIDES OF POVERTYBECAME MORE PRONOUNCED (SUCH AS APPEARANCE MONEY) AND OTHERS (EG, COMFORT THE POOR) REMAINED IN THE SHADOWS. HOWEVER REITERATES THAT POVERTY IS A COMPLEX PHENOMENON THAT REQUIRES A MULTILATERAL APPROACH, INTERACTING WITH DIFFERENT SPHERES OF HUMAN LIFE: ECONOMIC, SOCIAL, CULTURAL ETC.

1.INTRODUCTION
Poverty is a major global problem and all efforts to reduce it continues to affect a considerable number of people in the world. Although poverty is probably one of the most famous problems of humanity, it remains a concept with many unknowns, and through its negative effects, poverty contributes to the degradation of human potential, reducing the chances of global development. Researched the problem importance is highlighted by the fact that October 17 was proclaimed by the UN General Assembly as "International Day for the eradication of poverty" and the period 1997- 2006 - "The first decade of United Nations poverty eradication". In 2007, the UN General Assembly proclaimed 2008-2017 as the "second decade of the United Nations to eradicate poverty".[7]
The problem of poverty has been from time immemorial extensively analyzed various aspects of it, from ancient philosophers to the modem approaches original vision of renowned scholars as A. Sen, J. Sachs, etc. Great attention has enjoyed this area in recent decades and in multiple studies applicative international bodies - World Bank (WB), United Nations Development Programme (UNDP), etc. But although research on the causes of poverty have evolved over the history of mankind, from the approach of divine decision until the approach of the situation caused by structural problems in the economy of the state, some sides...
