Abstract

Identifying under what circumstances transversality and intersectoriality take place within the scope of public policies is fundamental to increase their effectiveness. Thus, two theoretical frameworks related to poverty and attractiveness were integrated, aiming to capture the existing effects. The econometric estimation with data for Ceara’s municipalities showed, for example, that economic growth and the public policies that stimulate it, besides favoring the reduction of poverty levels, can also increase the attractiveness of a given municipality. On the other hand, initiatives that stimulate the urbanization and the requalification of spaces, increase their attractiveness and, also, favor the reduction of poverty. In addition, it was emphasized the need to investigate how the characteristics of the place and its population can affect the effectiveness of policies.
