FOR YEARS, City officials yearned to gut the Loews Kings theater - an abandoned, festering hulk in the heart of Flatbush's main retail strip--and start fresh. No more.
In a change of heart that followed intense lobbying by Brooklyn Borough President Marty Markowitz, the city Economic Development Corp. issued a "request for expressions of interest" late last month.
