Tailored rates

Abstract

Fixed service rates tailored to individual customers' usage patterns are very common-albeit simpler-in sewer utilities. Essentially, any sewer utility that applies fixed monthly charges based on individual customers' base water consumption is using a simple form of tailored rates. Many sewer utilities levy volume charges on their residential customers in fixed monthly payments, using the individual customer's winter average consumption as a proxy for sewer system volume usage.
