Abstract
Development and Training are issues of great importance in industry—including: production, healthcare and service—today as US organizations alone spend $126 billion annually on employee training and development. In particular; many industries that experience growing skill gaps in their employees are looking into how to develop skills internally. This research will use a new methodology that is based on value engineering to establish a general framework that can be used in developing effective training scenarios. The proposed framework will have `modules' that users can use to create effective training scenarios with minimal cost. In this research, the effectiveness of the proposed framework will be compared to existing methods using the NASA Task Load Index that can standardize the subjective training impact on trainees. A case study was utilized to informally validate the framework. The study results show a 52.21% and 70.8% improvement in the subjective and objective measures presented in this work respectively.
