ABSTRACT
The border region has long faced economic imbalances caused by the inclusion of national power and wealth of the capital. Appropriate title regional economic development policy for strategic planning of border areas in Indonesia, this research needs to be done to see whether the sector should be developed in accordance with the economic potential of the region or even the future the border region in Indonesia? The objective of the study review and analyze the potential economic sectors in the region, especially East Nusa Tenggara Indonesia that can be developed through strategic development planning for the future. In the context of a more typical, regional economic development are a planned process and system changes towards improvement oriented modernization, and socio-economic progress. While increasing the institutional capacity of government policy on regional planning in border economic integration in East Nusa Tenggara Indonesia with Timor Leste and NT Australia is a must through:(1). Transforming the new values in the manufacture of the basic blueprint of regional economic development planning based on superiority the economic sector boundaries;, (2). Develop methods and economic planning process for the dynamism of the border region or community economic and social changes the geometry of space; (3). Develop a working relationship between the vertical and horizontal actors interested in harmony in the border area of the economic planning process both at territory.

1.INTRODUCTION
In the perspective of the basic assessment of regional economic planning, government in the border region claimed to be able to utilize to the maximum possible resources management, therefore the planning of economic development in border regions is necessary to analyze whether the potential areas of biophysical or socio economic aspects. According Glasson (2003) and Guo et al., (2014) basically activities in a region can be divided into two main groups, namely basic and non-basic. Aba et al., (2015) the basic activity is the export of goods and services to places outside the market economy of goods and services to people who are outside the boundaries ahead of the economy concerned.
