ABSTRACT
An organizational impact of public administration is providing social self-organization, when serious dysfunction and failures arise. That is why the modern Ukrainian regions require a managed modernization process, based on an active principle of public governance, which eventually will trigger homeostasis and self-organization at the regional level and strengthen it in local communities. For this purpose, it is time to implement new principles of governance, rather than employ some borrowed innovative techniques or management tools.
The chapter objective is to design and justify the author's concept of forming a new generation of regional economic policies for the modern Ukraine through gradual presentation of their basic elements.
The chapter offers an original justification of the concept of a new generation of regional economic policy for the contemporary Ukraine through proper gradual representation of its basic elements. For the first time, this chapter presents the logic and reshaping principles of forming an internal circuit of regional economic policy modernization, the way of developing new abilities on modernization levels, ways to reconcile the interests of the national and regional levels when revising a regional policy, discerning multiple spatial modernization levels and their main tasks, a design of a system of modernization goals and targeted conditions of regional economic policy with a strategy of transition towards new conditions.
Also, the chapter proposes an original approach to reshaping an economic mechanism for ensuring processes of modernization of public regional economic policy, which, unlike the known analogues, implies the principle of kinship of investment projects formed as queues in a regional investment program of attracting financial resources through known of public-private partnership mechanisms. The proposed author's conception of a new generation of regional economic policies for modern Ukraine could become the basis for achieving a stable state of new balance of interests in a region and ultimately gaining the desired objectives of regional economic policy modernization. If the efficiency, flexibility and coordination of the public administration system are the main criteria of management model correctness, the determining feature of the proposed concept will be an absolute orientation of intermediate goals to the ultimate aim of 'growth in living standards'.
