Richard H. Gallagher, president emeritus of Clarkson University, Potsdam, N.Y., died Sept 30 in Tucson, Ariz., after a protracted battle with cancer. The ASCE Honorary Member was 69 years old. An internationally known expert in engineering mechanics, he was a pioneer in the development of engineering behavior in such areas as electrical phenomena and the design of ships, aircraft and buildings.
