OAO Rosneft is a state-owned company that was established under the Russian Government Resolution of September 1995 as a public joint stock company (JSC). It has become one of the country's major oil producers, refiners and marketing companies, with more than 40 subsidiaries in 19 regions of the country in Western Siberia, the Isle of Sakhalin, North Caucasus and Arctic regions. These include three refineries and more than 15 marketing, transhipment and/or oil exporting operations, located in the Russian North, the Northern Caucasus, Far East, Western Siberia, etc. Among the short-term plans are the establishment of the company's own group of filling stations and a presence in the retail market.
At a recent meeting of the Board of Directors, the development plans for the period up to 2020 were approved. In this, the Directors call for an expansion in oil production from 17 mt/y in 2002 to 40 mt/ y by 2020, together with up to 50-55,000 million m3 of gas. In the first six months of 2001, company sales were Roubles 42.228 billion (103.3% on the same period 2000) with profits of Roubles 13.240 billion. Total output was 6.990 mt (110.6%), with 3.516 mt exported and 3.474 mt (104%) going to Russian refineries. The volume of primary refining was 3.603 mt of oil.
Refineries and Refining
On the downstream side, Rosneft has three refineries and is currently investing heavily in each one in order to meet the forthcoming European quality standards for environmentally friendly fuels.
Rosneft Tuapse NPZ produces automobile fuels, low sulphur diesel, fuel oil and liquefied gas. The current modernisation programme involves the renovation of the catalytic reformer in order to increase its capacity to
450,000 t/y and the construction of a hydrotreater for diesel with a capacity of 1.2 mt/y. Also included are a sulphur producing plant and various environmental services. Total investment at 2000 prices is US$260 million to $270 million.
