Abstract
The political crisis in Ukraine has provoked the unforeseen risk factors for the economic complex of regions of the South of Russia whose economies weren closely connected with Ukraine through the general investors, projects, logistics for decades. But today the distribution of the resources in Ukraine is carried out spontaneously in the conditions of the remaining military- political and economic tensions in the territory of the east zone of “Donbass”. The distinctions between the subjects concerning the use of factors and resources of production have also led to the destruction of the infrastructure of the economic region of the southeast of Ukraine. In the article the assessment of primary, secondary and integrated modernization of Ukraine and its economic regions is carried out. Theoretical approaches, the classification and the technique of the assessment of stages of modernization and their cumulative state are proved. Features and specifics of the processes of the modernization in the economic regions of Ukraine in 2005"2012 are shown. The authors of the article think that concrete reference points of modernization policy of the economic regions of Ukraine require the implementation of the new phase of the analysis depending on the typology of each region in the new developed political and economic conditions. Such a personified approach will allow defining problems of institutional changes, the directions and the volumes of investment for their decision for each concrete economic region.
