CONTINUING A PUSH TO ``RECLAIM'' ITS waterfronts for public rather than commercial and industrial use, New York City officials announced a plan to retrofit Staten Island's St. George Ferry Terminal. The $81-million renovation, set to get under construction this fall for a late 2002 completion, is intended as a gateway to Staten Island and a catalyst for spillover projects. Already, a Yankee minor-league ballpark and a National Lighthouse museum are in the wings.
