THE NATION'S LARGEST AUTO MAKER has launched a $1.5-billion capital improvement program, primarily in southeastern Michigan. The five-year spending initiative would consolidate 40 General Motors Corp. engineering and administrative sites into six regional campuses, each with a distinct function.
