IN 1995, Okaloosa County wasn't sufficiently prepared for the aftermath of Hurricane Opal. "The next day, there were contractors lined up in the hall offering their services and giving bids," recalls Cindy Halsey, the county's manager of environmental services. "We were naive, but we learned from that." Halsey said that the county intends to select a contractor to be on call in time for next year's hurricane season. "A lot of counties are going that route," she adds.
