La reforma política de Manuel Ávila Camacho

Abstract

El presidente Manuel Ávila Camacho ha pasado a la historia como el iniciador del Thermidor mexicano, porque su gobierno abandonó las políticas más radicales de su antecesor, al mismo tiempo que relegó a un segundo plano a la coalición cardenista y se allegó la cooperación de empresarios, de la Iglesia católica y de las nacientes clases medias. Este artículo reconstruye el proyecto de reforma liberal que inspiró los cambios en materia electoral y partidista que propuso Ávila Camacho y que culminaron en la introducción de la Ley Federal Electoral de 1946 y en la fundación del PRI. No obstante, el contexto de guerra fría derrotó la intención original del presidente y abonó la defensa del statu quo por parte de actores vinculados con el corporativismo cardenista, en particular la CTM. El artículo demuestra que el PRI que gobernó México en la segunda mitad del siglo XX fue más el producto de una derrota presidencial que el triunfo de un proyecto hegemónico.

President Manuel Ávila Camacho has gone down in history as the initiator of the Mexican Thermidor because his government put aside the radical policies of his predecessor, while leaving the Cardenist coalition in the background and seeking the cooperation of businessmen, the catholic Church and the emerging middle classes. This paper reconstructs the liberal reform project that inspired the changes proposed by Ávila Camacho regarding elections and political parties and which culminated in the introduction of the 1946 Electoral Federal Law and the foundation of the PRI (Institutional Revolutionary Party). The context of the Cold War, however, defeated the president's original intention and strengthened the defense of the statu quo by actors related to Cardenist corporatism, particularly the CTM (Confederation of Mexican Workers). The author shows that the PRI that ruled Mexico during the second half of the 20th century was more the product of a presidential defeat than the triumph of a hegemonic project.
