Abstract:
The article outlines the concept and presents some proposals for the implementation of the integrated water resources management strategy of the Republic of Kazakhstan. The purpose of the article is to analyze the strategy of integrated water resources management in Kazakhstan. In particular, the principles for achieving a qualitatively new state of the water sector, the main components of the state water policy at the current stage, the main mechanisms for its implementation and the stages of implementation are indicated. The novelty of this article lies in the fact that the integrated water resources management at the current stage has been analyzed, and it will be interesting for other countries.

Introduction
The choice of optimal solutions to water problems in Kazakhstan necessitates the application of the principles of integrated water resources management, ensuring the unity of development, use and protection in the framework of fair and equitable access to water. Integrated water resources management is a process that promotes the coordinated development and management of water, land and other resources in order to achieve maximum socioeconomic well-being on an equitable basis without damaging the resilience of vital ecosystems (Alekseeva 2015; Ashiryayev 2009; Bekniyazov).
Plans for integrated water resources management and efficient water use are considered as a starting point for sustainable development (Formalev et al. 2018a; Formalev et al. 2018b). The implementation of the integrated water resources management plan and efficient water use will ensure the implementation of long-term state water policy to protect the rights and legitimate interests of citizens and economic entities, to ensure the water security of the state (Silva et al. 2015; Cunha et al. 2015; Pezzini et al. 2016).
Integrated water resources management should be carried out on the following unchanged principles:
* the sequence of government actions to implement the most important strategic guidelines for the development of water management;
* interest in creating strong and sustainable water companies that contribute to the success of the country's water sector;
* the soundness and predictability of state regulation aimed at stimulating private entrepreneurial initiatives in the implementation of public policy objectives, including in the investment sphere (Zhumaboev et al., 2013;...
