Abstract

Abstract: The culture of open data allows governments to improve transparency processes, and they are also a useful means of communicating about public management and accountability. States have a legal instrument such as the Law on Transparency and Access to Public Information, legislative mechanisms at the governmental level to guarantee access to data. The objective is to determine the mechanisms of transparency and access to information implemented the governments and to observe the quality, quantity and associated use of information in the data journalism. Keywords: Open data, data culture, Transparency Law, access to information. 1.Introducción La promoción de libre acceso a la información viene de la mano con la rendición de cuentas a la que están obligados los gobiernos a nivel mundial como producto ineludible de la transparencia gubernamental, sobre todo, desde la perspectiva de los Datos Abiertos y Gobierno Abierto.
