Social Welfare Policy: Responding to a Changing World by John G. McNutt and Richard Hoefer was specifically designed for students working on their BSW or further postgraduate study in social work. The authors focus on how social policy affects future practice and delivery of services and how social workers can help. The book communicates the importance of understanding the root of an individual's current status and need before addressing his or her situation and issues. McNutt and Hoefer argue that there are underlying issues in current struggles.
The first chapter covers the relationship between different types of policy-public policy, social policy, and social welfare policy-how they are connected, related, interwoven, and sometimes conflicting. There is a focus on the ethics behind policy, as exemplified by the NASW Code of Ethics and social workers' duty to work for social change.
