Abstract

Este artigo contribuí para o debate sobre interaçdes socioestatais nas políticas públicas, com foco na assistenda social em Sao Paulo. Argumentamos que o legado histórico nao é suficiente para compreensao das dinâmicas atuais. Empiricamente, verificamos a coconstruçao de capacidades estatais de regulaçao e provisao dessa política por meio de análise documental, entrevistas e dados de convenios firmados nas gestÐes Serra/Kassab e Haddad.

This paper contributes to the debate on social-state interactions in public policies, focused on social assistance in Sao Paulo. We argue that the historical legacy is not sufficient to understand the current dynamics. Empirically, we verify the co-construction of state capacities for regulation and provision of this policy through documentary analysis, interviews and data from agreements signed during the administrations of Serra/Kassab and Haddad.
