Abstract

In the last quarter, Dell lost its ranking as the world's No. 2 personal computer maker, a slot now held by Taiwan's Acer Inc. Dell rivals such as Acer and Hewlett-Packard Co. have stolen market share in part by exploiting their bigger presence in retail stores.

Federal Reserve Bank of Dallas President Richard Fisher says the central bank's emergency policies carry "great and unprecedented risk" and raise questions about the Fed's commitment to its goals of price stability and full employment.

The Fed's actions have given rise to "concerns that these initiatives might compromise our independence" and "to questions about the Federal Reserve's commitment to its traditional mandate," Fisher said Thursday in remarks prepared for a conference in Washington. "The sooner we are able to return to traditional policymaking the better."
