The latest proposal to put a legislative Band-Aid on school choice is well-intentioned but futile. It's become obvious that the botched law needs a complete rewrite and re-examination.
In theory, choice encourages educational excellence through competition, by allowing students dissatisfied with schools to transfer to other districts. That has merit - under ideal conditions.
But the Massachusetts law, passed during June budget madness, is far from ideal. It lacks safeguards to prevent affluent schools from "skimming" more talented youngsters from neighbor districts. It lacks provision...
