Abstract Flood disaster is a serious threat to urban security, and flood control and drainage planning is an important measure to ensure urban security. This paper takes planning guidance to empirical research as the main axis. On the basis of meteorological data and spatial data, through the analysis on the risk of disaster-causing factors of flood disasters, the sensitivity of disaster-pregnant environment, the vulnerability of disaster-bearing bodies and the ability of disaster prevention and mitigation, 12 indicators are selected to construct a comprehensive evaluation index system for flood disaster risk. Handan City is taken as an example to study the spatial distribution characteristics of flood disaster risk. Based on AHP, weights are assigned to the evaluation indicators of flood disasters in the system, and the risk visualization is carried out in GIS. According to comprehensive risk assessment results, it could put forward corresponding disaster prevention planning strategy for defending flood disaster in Handan City.

In recent years, with the rapid progress of urbanization and the continuous emergence of extreme weather in the world, urban disasters have increased year by year[1l According to the statistics of urban disasters, the proportion of urban meteorological disasters is about 60%[2], and meteorological disaster is one of disasters that cause the most serious economic losses to cities[3] Throughout the research on climate disasters, most of the attention is paid to the gradual, long lasting and widely distributed disasters such as earthquakes and geological disasters, while the research on flood disasters that are also extremely harmful is relatively less[4]. Flood and waterlogging disasters have a huge impact on agricultural production, social activities and human security. It is an important guarantee for urban security by improving the city's ability to withstand the risk of flood and waterlogging disasters. The primary task is to master the risk degree of flood and waterlogging disasters in the city and the resistance measures in the face of flood and waterlogging disasters[5]. Combining the harm of flood and waterlogging and the present situation of the defense system, from the sensitivity of disaster-pregnant environment in flood disaster, the risk of disaster-causing factors, the vulnerability of disaster-bearing bodies and the ability of disaster prevention and reduction-, 12...
