Cicles de protesta en l'Espanya posttransicional (2011-2017): una comparació entre el moviment dels indignats i el procés independentista català

Abstract

Aquest article té per objectiu conéixer com ha variat l'estructura d'oportunitats polítiques a Espanya en relació amb els cicles de protesta associats al 15-M i al procés independentista català durant el període 2011-2017. Per a fer-ho, ens basem en la comparació entre tots dos episodis de contesa a partir del model analític elaborat per les teories del procés polític juntament amb les evidències aportades per l'anàlisi de registres estadístics, baròmetres d'opinió pública, dades hemerogràfiques i investigacions realitzades per altres autors. L'article evidencia les similituds i les diferències dels dos episodis en relació amb les diferents variables que conformen l'estructura d'oportunitats polítiques, per a acabar identificant els impactes sobre aquesta estructura i les respostes amb què l'Estat ha gestionat els desafiaments llançats des dels dos moviments. Finalment, es comparen les dues dinàmiques d'institucionalització seguides pels dos moviments i la seua conclusió en dos outputs diferents: la transformació del sistema de partits en el cas espanyol i l'empresonament dels líders independentistes en el cas català. En conclusió, s'evidencia que les possibilitats d'èxit de la comobilització social augmenten quan s'amplien les oportunitats polítiques, quan es demostra l'existència d'aliats i quan es posa en relleu la debilitat dels oponents. Però també s'afirma que, davant de la intensificació de la protesta, les forces governamentals i l'aparell de l'Estat hi poden respondre amb les opcions de reforma o de repressió, però també amb una combinació complexa de totes dues.

This article aims to uncover how the structure of political opportunities in Spain has changed in connection to the cycles of protest associated with the 15-M movement and the Catalan independence process from 2011 to 2017. To achieve this we compared both episodes of conflict using an analytical model developed according to political process theories, together with evidence from the analysis of statistical records, barometers of public opinion, newspapers, and research carried out by other authors. This article presents evidence for the similarities and differences between both episodes in terms of the different variables comprising the structure of political opportunities. We identified the impacts of both episodes on these structures and discuss the state responses adopted to try to manage the challenges resulting from both movements. Finally, we compared the institutionalisation dynamics followed by them both, as well as their conclusions in terms of two different outputs: transformation of the party system in the case of the Spanish 15-M movement and repression and imprisonment of the pro-independence leaders in the Catalan case. To conclude, this work makes it clear that the chances of success of social co-mobilisation increase when political opportunities are broadened, the existence of allies is proven, and opponents' weaknesses are made evident. However, when faced with intensified protests, government forces and the state apparatus may respond either with reform or repression, or a complex combination of both.
