Westway is dead, and Brooklyn's Eastern Parkway - and thecity's transit system - will be the better for it. City officials, led by Mayor Edward I. Koch and Brooklyn BoroughPresident Howard Golden, led a symbolic ground-breaking yesterday near the Brooklyn Museum for a three-year, $58.7-million overhaul of the 113-year-old boulevard. The project will modernize the boulevard above and below ground while installing old-fashioned benches and lampposts to recapture its turn-of-the-century elegance.
