New zoos planned for Prospect Park and Flushing Meadows-Corona Park will have fewer fences and more moats, parks officials said yesterday, despite City Council criticisms of security that failed to prevent a Brooklyn boy from being mauled to death by two polar bears last month.
Zoo officials told the council's Parks, Recreation and Cultural Affairs Committee that zoo security is designed to keep animals in, not keep people out of animal enclosures.
